At its June meeting, the Texas Region Board of Directors approved a proposed change to the current Bylaws that must now be considered by the Membership for approval. The proposed change is to Article V – Officers, and specifically to the current term limit for the position of Regional Executive.
Current wording in Bylaws: The elected Officers of Texas Region shall be a Regional Executive, Secretary and Treasurer. The term of the elected Officers shall be one (1) year. The Regional Executive shall serve no more than four (4) consecutive terms.
Proposed change: The elected Officers of Texas Region shall be a Regional Executive, Secretary and Treasurer. The term of the elected Officers shall be one (1) year. The Regional Executive shall serve no more than six (6) consecutive terms.
Rationale for the proposed change: Texas Region has recently undergone solid growth and expansion of programs offered to the membership (ie – PDX, Club Trials, Street Survival Teen School, etc). Managing the new programs and related activities in addition to our existing programs becomes more and more of a challenge – in particular for the Regional Executive (RE). The Regional Executive is currently the only elected Officer restricted by term limits. A new Regional Executive requires more than a year to become effective in the position and then requires additional time to implement new programs or initiatives, often bumping up against the current term limit before completing his or her objectives. While the Board feels a term limit for the RE is appropriate in order to provide opportunity for new and upcoming members, the current limit of four consecutive terms is restrictive and should be extended as proposed in order to enable the more effective use of experienced individuals willing to continue their service in that position.
Members may vote to APPROVE or DO NOT Approve this proposed change via this online voting tool before the regular Texas Region monthly meeting on September 12, 2016, or may cast their ballot in person at that meeting. Online voting will close on Sunday, September 11th at midnight.
The Board of Directors recommends voting to APPROVE the proposed change, and notes that the proposal does not change the term of office or annual election required for that office but merely enables the possibility of an individual submitting themselves for nomination to the position for two additional consecutive years. Election to the office remains an annual requirement.
